4. portland, or (sekhet maat lodge)
5. tulsa (local interest stirring up from awesome bro who took IV/P.I. same weekend w/me)

9. boston, ma (no oto body and for shame)

best and worst are based on unemployment, % of homes "underwater", and positive or negative equity on homes and how these numbers interrelate (they can play into each ohter in some pretty bad ways)

clearly, it helps to have a local body--or at least some thelemites--in your area
